Joel,
I have to agree with Tim on this one.
G00 is a rapid move. It will operate only at what the system default is set
at.
Entering a feedrate in MDI mode only has an effect on commands that use the
feedrate function, G01, G02, G03, etc..... G00 (rapid) is not one of them.
