I've been thinking about this for a bit and came to the conclusion that we 
need to replay directly to people who post to emc-at-nist but copy the original 
and reply to emc-users.

The sooner that we can transfer over the bulk of traffic the better.  
Eventually we will ask the emc list to put up an autoresponder that suggests 
that people post to emc-users.

The emc-users is not an attempt to take over anything.  It was the desire of 
the NIST folk, espressed during EMC Monday that we find an alternate way to 
handle this traffic.  This was the easiest way.
