>From your UNITS setting, I see you are running a metric setup. In which case, 
I'd say your MAX_VELOCITY needs to be increased by a factor of 25 at each 
occurrence. The acceleration parameters likewise should be increased 
considerably. Once you can get a reasonable speed out of the three linear 
axes, we can "tune" the fourth axis parameters.
