Comment out the MOTION_IO_ADDRESS parameter in the ini file - That should get 
rid of that error message.

The sources are in the emc-source package. Log the compile output to see if 
emcstepmot.c is being built and then if emcstepmot.o is being linked to 
steppermod - If there is an error message, or they are missing alltogether, 
then you'll have to dig in to the make files..

Just a thought - Did you do an rtlinux_3_1.def to go with your 
linux_2_2_19.def ??
