All Axes missing with motion code?

I am getting this message:
"All axes missing with motion code" when verifying my
program.  Here is a fragment of that code:

G03 X-0.1521 Y-0.4102 I0.3662 J0.2394
BAD=> G01 Z0.1
G90 G00 G49
X0 Y0 Z0.1
M2

The error message points to a line which specifies Z but not X and Y.
But X and Y should be taken as the same as they were from
the end of the previous motion G03

Any ideas as to why this is an error and how I can fix it?
