All I can add to this is that I couldn't get a BDI (2.09 & 2.11) system 
to use the DHCP server in a Linksys cable router and it hung up just as 
you describe. All the other computers (PCs & Macs) on that LAN got their 
IP leases OK. Something with the networking setup on BDI systems?
