Not really.  The whole point of tarballs is that they're only released with
major version revisions; CVS is for the small updates.

Can you ssh out to remote hosts?  If so, you might want to investigate port
tunnelling with ssh (so another machine makes the CVS connection on your
behalf, and forwards the packets to/from you).

Failing that, why not grab from cvs on another machine, and make your own
tarball?
