Fixes to Xemc graphical user interface

EMC folks,

I put a new release of the EMC code on the FTP site. Most notable is a
fix for the problem with xemc, in which clicks on the little X box at
the top right of popup windows killed the whole controller.

The whole release is at
ftp://ftp.cme.nist.gov/pub/emc/emcsoft/linux_2_0_36, as the file
emc-04-Mar-1999.tgz.

If you don't want to download the whole thing, you can just get the
binary for xemc and the associated resource file. These are in the same
directory, as xemc and XEmc, respectively.

Put "xemc", the application, in
/usr/local/nist/emc/plat/linux_2_0_36/bin, and put "XEmc", the resource
file for the application, in /usr/X11/lib/X11/app-defaults. If you have
an XEmc file in /usr/local/nist/emc, get rid of it.

You should be able to click the X to close all windows and have them go
away nicely. If you click the X in the main window the controller will
quit nicely.

I'm getting back to the code and should have a fix for single-step mode
and probably other things soon.
