I have been just setting up the same hardware. I do not have such
a problem, although I have a homing issue (soon to be fixed we think).
 
I suspect that you just have the gain too high on an axis.
 
Or you may have an offset.
 
Could you describe the amps, motors, and other hardware you are using?
 
A good first cut on pid that can be done with no instrumentation is the
Zeigler- Nichols closed loop tuning method. It worked quite well on EMC
for me. Plenty of information about it on the net- or I can explain further
if you need.

While making adjustments to to P,I &D  I noticed that if two axis are jogged simultaneously , one axis will latch on and will only stop if its jog key is pressed again.I am using EMC in conjunction with a ServoToGo 2 ,8 axis card.Any help would be appreciated,
