I did some tests on this end and put together a working pre-built 
Slackware package for EMC ,lets see how this works on your end

grab this file (~15Mb)
ftp://165.121.26.18/emc.tgz

install it with 

# installpkg emc.tgz

and run the realtime sim with

# cd /usr/local/nist/emc
# ./rtsim.run

this should do it on Slackware 8 with linux-2.2.19 + rtlinux-3.1
I built it straight from CVS sources with new .def files for
rcslib/etc/linux_2_2_19
rcslib/etc/rtlinux_3_1
everything else is using the default settings
