Tool file

Hello list

I have just managed to get EMC up & running, after many a problem (hardware).

Now that I have it running, I wish to know about the "Tools" file, assuming 
that this is a tool picker.

I am using EMC on a Drill/Mill.

My questions are:

Do I need the tool file ?
Where can I find information about it ?
How do I create one ?
Where can I D/L one ?
