I ran into something similar with my 3-axis STG2 & Emerson FX490 setup.
I could easily move the axes by hand, even when 'enabled', until a
'following' error occurred (MIN_FERROR). I tried emcpanel to set the output
voltages manually and had the same result. The proper distance did show on
the screen, however.
Turns out that my amp has its' own logic, and was set to 'Analog Torque'
mode, where input voltage was interpreted as a torque value. I had P values
of 8,000 before it'd hold position, but it was obviously somewhat choppy! At
P=150 it would do nothing. (I even had it running at P=20,000)
I had to change a setting on the amp (FX-490) to read the voltage as a
velocity command, and lower the P factor down to sane limits. It worked like
a charm. (Of course, this was after I spent hours scanning e-mail posts and
EMC code in vain!)
