I believe the link below has a safe color palette either 216 or 256 colors.

It is pretty handy, as the colors are displayed in a table format. It is
meant for web page design, but that is really the same problem...
The last thing one wants is the os trying to dither colors especially if the
color is used for fine detail or text.
