alpha, linux-2.4.0-test9, & rtlinux-3.0-pre8 update

hello;

well i almost have emc-0.9-25 running on the alpha.
sofar, every time i think i have solved the problems
yet another case of going from a 32 bit platform to
a 64 bit platform comes back an haunts me.

i am going to have to fold the alpha changes and
the intel changes into a single source set. then
compile that resulting source set on both platforms.

i am currently working on usrmotintf.c.
