I had a similar problem with the May release and pulled my (and Will's) hair 
out, trying to figure it out.  In my case, it went all the way back to the 
RTLinux install.  I would suggest downloading the latest RTL2.2 with 
prepatched kernel (about 16meg), verify that you have the full file 
downloaded (for some reason my system was truncating the file), make sure 
you've cleared all older versions, then start from scratch - build the 
kernel, set boot params, etc.  Then start with the EMC installation -   
likewise make sure it is clean of old EMC stuff, in the directory where it's 
located.  When I did that, voila it worked.  Good luck!
