For some reason this MS browser didn't want to let me see the contents of your post when I went to reply.  

Just a thought on the operator panel.  This can rather easily be accomplished with a common DIO board and a mix of iosh and emcsh.  Iosh will allow you to watch pins and emcsh will allow you to issue most any of the common control commands available through the keyboard, gui, or mouse.  The programming of such things is not difficult at all as long as you don't care about running the process in nonrealtime.

If you don't mind an ISA slot card you can get 48 io for less than a buck a pin.
