Not necessarily.  Paul has corrected me about the cyl 1024 problem with 
the latest
LILO boot loader.  And, there are partition managers that can move 
partitions around.
You can even load a no-swap version of Linux, and then use that to 
tinker with the
partitions (well, maybe better leave hairy stuff like that to the gurus) 
and move them up
to make space for your boot and swap partitions.
