impulse generator (sic) on the spindle itself.

But, this doesn't verify that the spindle, itself, is actually turning. 
 Inverter failures, unplugged
motor, broken belt, or hi-low clutches in neutral will leave the spindle 
stopped while the
inverter control,merrily ticks away.
