I think I see the problem - Those two linws need to be swapped around and 
another line added inbetween..

 EnableCounterLatchOnIndexOrExt(&theStg, bySelectBits);
 bySelectBits = 0x00;
 SelectIndexOrExtLatch(&theStg, bySelectBits);
