the EMC code to grab permisions on the paraport  is only setup to 
use the older hardware with low port addresses (below 0x3ff)

the PCI paraport address is outside the range of Ioperm() so the
iopl() function must be used to gain direct access to these cards
for bit banging from EMC

I havent looked much deeper into it than this but it may be a place to start
