What VOLTAGE are you driving the steppers at?

Amperage is not the prime item of concern.  You are limited by the
motor's spec on current.  But to overcome the inductive reactance
of ther motor you need VOLTAGE.    This voltage must be current
limited to the motor's spec.

OTOH,  your speed does not sound so bad.  Consider how fast you 
want the cutter to move through the material
