rs274ngc-new section added to fileref

used global search & replace to add comment tags -
(changed  /* into /*!  and // into //! no other changes made)
to local copy of the source files before running thru doxygen 
for automated generation of source code documentation  

the resulting documents came out fairly well with only a few
areas where the generated comments get slightly out of order 
with the functions or arguments they are supposed to match 
(not suprising ,they were not written with doxygen in mind :-)
