EMC and tape/paper cutting ?

Hello.

I have been wondering how could I control paper-cutter with EMC...

I have been planning for device that replaces normal milling head with
sort of "turning knife blade". There could be a stepper motor for 
turning the knife's cutting edge to direction of current travel. 

So that would be kind of 4th axis. Has anybody tried this before, and if
not, where should i start digging the sources ? 

It would be relatively easy to determine the direction of next 
-linear- move, but it's getting more difficult with moves that 
involve some radius...
