I had no clue that such systems were available.  This should work really
well for error and operator messages that are reported from the c c++
stuff.  I don't know about the Tcl/Tk stuff either since it isn't compiled.

My first thought here (usually not very useful) was that we turn current
labels in tkemc and genedit into variables rather than names.  Then we could
simply source a language file into tkemc that sets each variable to a
language value.  One line for the English language might be

set file File
set edit Edit
set save Save
set saveas Save_As

while in the German language file they might be

set file Datei 
set edit Bearbeiten 
set save Außer 
set saveas Außer_Wie

We could probably change the labels to variables in a day or two. 
This would have the advantage that these labels would be resettable from a
menu while tkemc is running.  Each user could then change the language
source file to display the words they choose.  

But let me check with Scriptics and see what they say.
