I did a little more testing using my linux box and that url 

https://sourceforge.net/cvs/?group_id=6744

gets you to the checkout page.  With that page showing on netscape I
started a terminal and typed in the first anonymous command -- the login
one.  After a bit it dropped me back to my local prompt so I entered the
second download command using emc for modulename.

It started dumping stuff on my pc in the directory that I started the
terminal from.  You will need to leave the netscape and terminal windows
while the download is in progress.  If you don't use netscape, good luck
with what you use.

To get the whole repository you will need to check out both emc and rcslib
using separate commands for each.  Just cd to the correct directory before
you start each download.

The only question that I still have is that I have a working cvs system on
my pc allready and that may influence the success of the terminal
commands.  This I do not know.--  You will if it tells you that the
command can not be found.  If that is the case you could install the CVS
RPM. 

When I have a complete download, I copy the file
emc/scripts/generic/packupsrc into the directory that holds both the emc
and rcslib directories.  Running packupsrc from that location makes a
tarball of the essential sources.

Then I move that tarball into a clean /usr/local/nist*** directory and
untar it and execute install.  The last one I did a few days ago worked
without a hitch this way.
