I sent a message to our webmaster. If anyone is interested  her response is at
the end.

Also, under protest this morning I rebooted my PC in Windows and rebuilt a 
newer ZIP file and put it on the FTP site as Fred suggested.

The result is at:

ftp://ftp.isd.mel.nist.gov/emc/Tkemc.zip

It includes a much newer version of tkemc.tcl and and a corresponding
emcsh.exe.

BTW the scripts directory doesn't work on windows because you can't
exec /bin/ls.

My work around was to replace it with a static list, but that only avoided an 
error that would have occured every time you started things up. The scripts 
themselves still don't seem to get exec'd properly.

The DOS batch file tkemc.bat will probably have to be edited to get the
directories
 right.
If you use the "-query" flag as I did in the batch you don't have to edit the
emc.nml file with the correct host name, but you will be asked the host name
everytime you start the script.

This is now working.  When this virtual server was created, the mime.type file
was not mapped to the maintained mime.type file.  This should not happen again.
